In Admin CP - section "Look and feel" in right "Options" menu for current skin press "Edit Board Header & Footer Wrapper" and place HTML code for banner on some place. In order to show banner above header it must be placed between

<div id="ipbwrapper"> and <% BOARD HEADER %>

, in order to show it in bottom of page - between

<% COPYRIGHT %> and </div>

, etc... I hope you understand
